Unveiling the Church Scandal: Deloitte's External Review and Kurschus' Involvement

Church hierarchy under fire for alleged sexualized violence: Outrage surfaces against ecclesiastical leadership due to accusations of improper behavior. - Workers' Safety Commission Urged to Propose Directive on Radiation Exposure Risk Mitigation

Let's dive into the shocking report on the sexual misconduct allegations leveled against a former employee of the Evangelical Church in Siegen. The spotlight isn't only on the accused, but also on the role of the former EKD Council Chair, Annette Kurschus, raising a storm of controversy.

Deloitte—commissioned by the church leadership of the Evangelical Church of Westphalia (EKvW) to investigate the matter—unearths several drawbacks in the way these allegations were handled.

The sordid affair blew up in public in November 2023. Kurschus subsequently resigned from her position as Council Chair of the Evangelical Church in Germany (EKD) and as President of the Westphalian Church.

Controversies Swirling around Kurschus and Church Leadership

Deloitte's final report suggests that Kurschus was informed about potential allegations of sexualized violence by a parish pastor in October 2022. The info was shared within the church, sparking an internal conflict within the regional church office. This feud led to mutual distrust at the EKvW leadership level.

The report states that EKvW and the then-President opted for a passive communication strategy—failing to maintain transparency and ultimately fueling high media pressure and insufficient support within church bodies. Consequently, Kurschus stepped down. Regarding future actions, the experts recommend a legal review of possible misconduct, considering the questionable deals associated with the case.

Victims' Accounts Stretching Back Decades

The exact nature of the allegations against the church musician was publicly disclosed through a report in the "Siegener Zeitung." Seven individuals have come forward, accusing the man of inappropriate behavior from the 1980s to 2022. All were organ students. The accused admitted to sexual contacts with two of them, but the age of the victims during the incidents remains unclear.

Apparently, the church leadership was aware of these allegations as early as the 1990s, but neither the accused, Kurschus, nor any formal investigation took place. This former employee and Kurschus shared a close friendship, which has been a topic of discussion.

Kurschus' Decision to Resign

It was already public knowledge that Kurschus and the accused were close. The media bombarded Kurschus with accusations that she knew about the abuse allegations but did not act. Kurschus justified her resignation from her top positions in November 2023 by citing a loss of public trust. However, she emphasized that she remains at peace with herself, stating that she always acted in good faith and conscience.

Westphalian Church Owns Up to Failures

The Westphalian Church has accepted the failure to protect the sexual autonomy of students entrusted to the accused over several decades. In a statement, the theological vice-president of EKvW, Ulf Schlüter, stated, "The Evangelical Church of Westphalia acknowledges and admits this failure towards the affected individuals and the public."

In the aftermath, the Westphalian Church will draw consequences, investigate possible lapses in duty, and revamp procedures for prevention and intervention in cases of sexual misconduct. Schlüter also pointed out that the church district of Siegen-Wittgenstein had taken steps, such as setting up an intervention team, banning the man's entry, and filing a police complaint in Siegen. Despite these efforts, standardized and reliable methods for coordinated action across different EKvW levels were missing. Communication processes were also found wanting, being vague and opaque.

Legal Proceedings Dropped

The investigation against the church employee by the Siegen public prosecutor's office was halted nearly a year ago. From a criminal law perspective, no sexual abuse of those under his care was attributed to the man. It was determined that either no criminal offense was discernible or the cases were outdated.
