Vietnam's courageous educational resolutions - a milestone aiming to propel the nation into a fresh epoch

Vietnam's leadership has outlined a three-pronged strategy for the country's growth, with education and training playing a pivotal role. This strategy is encapsulated in three key resolutions: Resolution No 57, Resolution No 59, and Resolution No 71.

At the heart of this strategy is Resolution No 71-NQ/TW, which aims to place Vietnam among the world's top 20 countries with a modern, equal, and high-quality education system. The resolution emphasises the importance of breakthroughs in resources, motivation, and new space for the development of education and training, with the State playing a key role and public investment leading and attracting social resources for the modernization of the education system.

One of the key aspects of Resolution No 71 is the commitment to raise standards for educational facilities to meet regional and international benchmarks. To achieve this, land will be secured for new educational projects, and domestic institutions will receive tax and land-use incentives.

To ensure no student drops out due to economic hardship, expanded financial aid and preferential credit policies will be implemented. Special and superior preferential policies will also be implemented for educators, including increased professional allowances.

Resolution No 57 stresses the need to innovate the law-making mindset to meet management requirements and encourage innovation. It envisions Vietnam as a high-income and developed country by 2045, based on science, technology, innovation, and digital transformation. The digital economy is expected to contribute at least 50 percent to the nation's GDP.

Resolution No 59 marks a historic turning point in the nation's international integration, identifying this as a strategic driver for the country's new era. Party General Secretary Tô Lâm demanded that new thinking and actions in international integration must be incorporated into daily life, with the awareness of harmonious, comprehensive, deep, and effective international integration being a major strategic orientation of the Party.

The country aims to rank among the world's top 30 countries in innovation and digital transformation and to have at least 10 globally competitive tech enterprises. Resolution No 71 sets a goal for at least five higher education institutions to rank among the world's top 100 universities in various fields.

The implementation of institutional reforms and strong investments in education, as outlined in Resolution No 71, involve multiple actors, including federal and state governments, cultural ministries, and specific programs like "Schule macht stark" and the Startchancen program, supported by the Standing Conference of Ministers of Education and Cultural Affairs (Kultusministerkonferenz) and the Federal Government. These initiatives address teacher shortages, support for disadvantaged schools, and promoting equality in higher education.

High-quality human resources and science and technology talent will become a driving force and key competitive advantage for Vietnam. The State budget allocation for education must reach at least 20% of total expenditure, prioritizing universities.

In conclusion, these landmark resolutions signify a significant shift in Vietnam's approach to education and development. They embody a spirit of 'breakthrough' and require innovation in mindset, aiming to propel Vietnam towards a future of international competitiveness and sustainable growth.
