In recent months, a series of tragic incidents involving adolescents have raised concerns about the safety and well-being of children in Kazakhstan. Three minors have lost their lives due to conflicts in schools, causing a wave of worry among parents and educators.

Elnur Beisenbayev, a deputy in the Kazakh parliament, has addressed a parliamentary inquiry to Deputy Prime Minister Yermek Kosherbayev, urging immediate action. Beisenbayev believes that these tragedies are a reflection of flaws in the societal upbringing system.

To address this issue, Beisenbayev proposes strengthening the psychological support service in schools and implementing specific programs aimed at teaching children to prevent aggression, manage emotions, and resolve conflicts. He also suggests increasing parental responsibility for the upbringing of children, including considering mandatory parental responsibility for each action of a child until they reach the age of majority.

In addition, Beisenbayev criticises the current performance of juvenile police and commissions for minors' affairs, stating that they are performing their duties formally. He calls for a more proactive approach to address the root causes of adolescent violence.

Sports and mass events should play a crucial role in fostering team spirit among children, cultivating mutual respect, instilling high moral values, and promoting adherence to law and order. Beisenbayev believes that these events should be directed towards these goals, rather than just being competitive.

In a bid to limit online interaction and promote live interaction among children, measures should be introduced in schools to limit the mass use of smartphones. This will encourage children to engage in face-to-face conversations and build stronger relationships.

Comprehensive measures to protect children's rights and safety have been implemented over the past two years, as per the head of state's instruction. However, despite these measures, crimes and serious offenses involving and committed by children and adolescents continue unabated.

Over the past twelve months, deputies Beisenbayev and Kosherbayev have been active in efforts to implement measures for protecting children's rights and safety in Kazakhstan. The regions most affected by child-related crime in recent years include Almaty, Nur-Sultan, and Shymkent.

As of August, 938 crimes involving adolescents have been registered this year, with a risk that the annual adolescent crime rate will exceed last year's figure. The situation is particularly acute in Shymkent (131), Almaty (115), and Nur-Sultan (92).

To ensure student safety and prevent violence among teenagers in educational institutions, anti-bullying programs should be implemented in all schools. These programs will provide children with the tools they need to deal with bullying and foster a safe, supportive learning environment.

In the Zhambyl region alone, three tragic incidents involving adolescents have occurred since the beginning of the new academic year. It is hoped that these proposed measures will help to prevent such tragedies from happening again.
