India Launches HSN Code Mapping Guidebook to Boost Manufacturing

The Department for Promotion of Industry and Internal Trade (DPIIT) has launched the HSN Code Mapping Guidebook, a comprehensive tool that allocates 12,167 HSN codes across 31 ministries and departments in India. Unveiled by Commerce & Industry Minister Shri Piyush Goyal on September 20, 2025, the Guidebook aims to boost domestic production, support trade negotiations, and streamline regulatory processes. The Guidebook comes at a critical juncture as India seeks to redefine its role in global supply chains and aspires to become a $10 trillion economy by 2047. DPIIT analyzed the 12,167 HSN codes and engaged with various ministries and industry stakeholders to create this user-friendly tool. The Guidebook is designed to promote a data-driven approach for manufacturing development, investment promotion, and trade facilitation. The document provides a structured allocation of HSN codes, with a section titled 'How to Use the Guidebook?' that focuses on three core pillars: Manufacture in India, Strengthen Brand India, and Make for the World. This structured approach is expected to support the growth of domestic manufacturing and exports. The HSN Code Mapping Guidebook, released by the Ministry of Commerce & Industry, is set to play a pivotal role in India's economic growth trajectory. By providing a clear allocation of HSN codes, it aims to boost domestic production capacity, support trade agreement negotiations, and streamline regulatory processes.
