Lower Saxony's academic scene could undergo a significant shift, as state leaders set sights on up to four top-tier universities. With the upcoming Excellence Initiative for Science decision on May 22, the scene is fiercely competitive, with TU Braunschweig, Leibniz University Hannover, Medical School Hannover, and University of Oldenburg in the running. To qualify as an Excellence University, at least two Excellence Clusters are required, a status both Hannover-based universities have already secured, according to Science Minister Falko Mohrs.

Although Lower Saxony has yet to boast an elite university, the state has made impressive strides, with nine research projects in the running for Excellence Clusters in the current round. The decision on funding for these projects for the next seven years will be announced in the coming week.

Across Germany, a record 70 clusters will be funded compared to the previous 57, with both federal and state governments agreeing on the expansion. In total, 98 applications were submitted in the last round.

Cutting-Edge Research in Lower Saxony

Since February 2023, significant investment in science has been driving Lower Saxony's progress. Over one billion euros have been allocated via the "Zukunft.Niedersachsen" program, predominantly funded by Volkswagen (VW) share dividends. Additional resources, such as the special dividend from the Porsche IPO, have bolstered the program's impact.

Minister Mohrs highlights cutting-edge projects, such as heart patches developed from stem cells, solar cells with enhanced efficiency, and AI-controlled robots for improved agriculture as examples of Lower Saxony's elite-level research projects.

"Our research game is strong, and we aim to become more visible on the global stage," states Georg Schütte, head of the Volkswagen Foundation.

Setting the Stage for an Elite University

After taking office at the end of 2022, Mohrs declared Lower Saxony's ambition: "We want to have at least one Excellence University." The minister expressed confidence that the region's strong universities could achieve this goal in the next application round in 2026.
