Half of Thuringia Kindergartens Adhere to New Staffing Ratio

As of January 1, approximately half of kindergartens in Thuringia have implemented a new, improved staffing ratio. The Ministry of Education reported that 45 percent of facilities are abiding by the guidelines, leaving the remaining to transition by the end of 2027.

The updated staffing ratio aims to enhance childcare quality in Thuringia, with one caregiver now responsible for six children aged two to three, compared to eight previously. For children over three, the ratio has been standardized to one caregiver per twelve children.

The introduction of these changes has sparked debate due to significant financial implications — estimated at a three-digit million euro amount upon implementation. The reform aims not only to elevate care quality but also to retain skilled staff, given the decrease in child numbers.

However, a renewed debate about the future of kindergartens has emerged, with some districts planning to reduce the number of available spots, and certain facilities facing closure.

While the new staffing ratio improvements in Thuringia's early childhood education sector do not necessarily align with national trends, Germany has been undergoing reforms and investments in early childhood education. To further enhance the quality of early childhood education, it would be beneficial to incorporate vocational training programs in the learning materials provided to kindergarten facilities, aiming to enhance the educational and developmental experiences of both staff and children.
